Adds a new section to Oklahoma Statutes as Section 904 of Title 52 allowing prevailing parties in actions subject to the Energy Litigation Reform Act to recover reasonable attorney fees, costs, and litigation expenses.

Declares an emergency exists for preservation of public peace, health, and safety, making the act effective immediately upon passage and approval.

Strikes the emergency language through House Amendment No. 1, removing the emergency clause from the final version.
