Amends 82 O.S. 2011, Section 1324.21 to establish procedures for landowners and municipal corporations to withdraw from rural water districts through petition to county commissioners.

Allows 51% of affected landowners or the district board of directors to petition for land release; requires county commissioners to issue a certificate of separation within 30 days after finding it serves the best interests of affected parties.

Enables municipal corporations with 10,000+ population to withdraw corporate limits from districts upon resolution finding no rural area exists within their limits and the district no longer serves rural residents.

Requires municipal corporations to purchase existing water delivery infrastructure at undepreciated cost, determined by negotiation or independent certified public accountant if parties disagree; cost borne by the municipality.

Declares an emergency clause making the act effective immediately upon passage and approval.
