Modifies penalties for failing to comply with Oklahoma's Compulsory Insurance Law, including fines up to $250, imprisonment up to 30 days, and driving privilege suspension.

Authorizes law enforcement to seize vehicles for towing and storage, or alternatively seize license plates when the officer has probable cause to believe the vehicle is uninsured.

Establishes a $125.00 administrative fee for license plate retrieval, distributed as follows: $30 to county sheriff's office, $50 to the issuing law enforcement agency, $25 to the Temporary Insurance Premium Pool, and $20 retained by the Plan Administrator.

Reduces the administrative fee to $50.00 if a citation is dismissed due to proof of insurance, with the reduced fee distributed proportionally to the same entities.

Allows vehicle owners or operators to retrieve seized license plates by providing proof of insurance compliance, paying the administrative fee to the sheriff's office, and paying the citation to the court clerk.
