Expands impeachment eligibility to include both elected and nonelected state officers, including Supreme Court Justices, for willful neglect of duty, corruption in office, habitual drunkenness, incompetency, or offenses involving moral turpitude committed while in office.

Modifies the definition of impeachment to apply to the Governor or other elected or nonelected state officers prosecuted by the House of Representatives before the Senate.

Clarifies that county, city, and municipal officers may be removed from office through methods provided by law in addition to impeachment procedures.

Changes the requirement for initiating Attorney General investigations from "fifteen or more reputable citizens" to "fifteen or more registered voters" of the county, or one percent (1%) of registered voters who voted in the previous election for that political subdivision, whichever is greater.

Becomes effective November 1, 2015.
