Amends Oklahoma law to allow citizens to carry loaded and unloaded shotguns, rifles, and pistols openly without a handgun license under specified conditions.

Adds a new condition (paragraph 7) permitting open carry of firearms in visible holsters, scabbards, cases, or slings for persons age 21 and older, with restrictions on carrying into locations prescribed in Section 1277.

Permits carrying unloaded firearms to or from private residences or vehicles to designated places for repairs, sales, trades, gunsmith services, hunting, hunter safety courses, or target shooting activities.

Prohibits carrying firearms into educational or recreational activities, exhibitions, displays, or shows unless approved by the property owner and activity sponsor.

Takes effect November 1, 2015.
