Expands state preemption under the Oklahoma Firearms Act of 1971 to include knives, prohibiting municipalities and political subdivisions from adopting orders, ordinances, or regulations concerning knives, firearms, components, ammunition, and supplies.

Allows municipalities to adopt ordinances regulating firearm discharge within their jurisdiction and to issue traffic citations for improper firearm transportation, provided penalties do not exceed those in the Oklahoma Self-Defense Act.

Authorizes public or private elementary and secondary schools to create policies regulating student possession of knives on school property or school-controlled transportation.

Prohibits municipal ordinances from providing property confiscation related to improper knife or firearm transportation, though confiscation remains permitted for other municipal ordinance violations.

Grants individuals civil action rights against persons, municipalities, and political subdivisions for injunctive relief or monetary damages if preemption provisions are violated; effective November 1, 2015.
