Amends 82 O.S. 2011, Section 1470 to authorize the Scenic Rivers Commission for Flint Creek, Illinois River, and Barren Fork Creek to set an annual use fee of $35.00 per commercially owned and operated flotation device.

Establishes penalties of up to $100.00 for operating a commercial flotation device without displaying a proper Oklahoma Scenic Rivers Commission license, assessed on the business owner or operator, not individual renters.

Authorizes the Commission to charge noncommercial, privately owned flotation device users either an annual fee of $10.00 or a daily fee of $1.00, with exemptions for adjacent landowners.

Empowers the Commission to establish camping site fees in public use and access areas controlled by the Commission, not to exceed rates charged by the Oklahoma Tourism and Recreation Department.

Authorizes the Commission administrator to be commissioned as a peace officer for supervision purposes and law enforcement activities after completing required training.
