Adds Section I to driver license law establishing a misdemeanor offense for operating a motorcycle or motor-driven cycle without proper endorsement on a current state-issued license.

Allows persons charged with violating the motorcycle endorsement requirement to request a six-month deferral to complete a Motorcycle Safety Foundation rider course approved by the Department and obtain proper motorcycle endorsement.

Upon presenting proof of successful completion of both the rider course and obtaining the endorsement within six months, the offender is entitled to dismissal of the charge and may receive reduced court costs and fine.

Maintains existing penalties for operating a motor vehicle without a valid driver license ($50-$300 fine and/or up to 30 days imprisonment) with allowance for dismissal if valid license is produced in court.

Effective January 1, 2016.
