Amends 45 O.S. 2011, Section 724 to require mining applicants to post a sign at the street or roadway entrance of the property to be mined upon filing an application with the Department of Mines.

The required sign must state that a mining application has been filed and include appropriate reference to the specific application so citizens can access the public notification published by the applicant in the newspaper.

The sign posting requirement applies in consultation with the Department of Mines and is part of the public notification process for mining permit applications.

Declares an emergency, making the act effective immediately upon passage and approval.
