Amends 59 O.S. 2011, Section 1151.22 to require all roofing contracts include a statement that workers are covered by workers' compensation insurance.

Restricts use of workers' compensation exemption affidavits to new residential construction projects only; all commercial projects and maintenance or repair work must have workers' compensation coverage.

Allows day laborers hired through temporary labor agencies to provide agency affidavits to satisfy workers' compensation requirements if they show proof of coverage through that agency.

Prohibits registered roofing contractors from hiring out-of-state companies or unregistered persons or independent contractors without required workers' compensation insurance or employee status.

Grants homeowners immunity from liability for injury or death to workers on roofing projects when the contractor is properly registered and carries workers' compensation insurance on all workers; effective November 1, 2015.
