Creates the Real Estate Owner's Rights Act establishing statewide property owner rights for residential real property and farm property owners in Oklahoma.

Allows property owners to perform construction, installation, repairs, and maintenance work (including plumbing, electrical, roofing, carpentry, etc.) on their own property without licensure, provided they obtain required permits, inspections, and disclose the work when selling the property.

Permits property owners to personally manage, rent, lease, and sell their property without obtaining a real estate license, real estate broker license, or using a property management company.

Authorizes property owners to delegate management functions to qualified designated agents (family members, relatives, or employees) without requiring those agents to obtain real estate licenses.

Amends Oklahoma Statutes to exempt property owners from plumbing, electrical, and mechanical licensing requirements when performing work on their own residential or farm property with assistance from family members, relatives, or employees; effective November 1, 2015.
