Department of Corrections Director can request Executive Director of Pardon and Parole Board place inmates on docket for medical parole outside normal procedures, with medical condition certified by DOC medical director.

Inmates who are dying, near death, or no longer pose unreasonable threat to public safety must be placed on first available parole review docket for compassionate parole consideration and are exempt from two-stage hearing process.

Medical parole eligibility requires concurrence of at least three members of the Pardon and Parole Board, with votes and concurring members' names recorded in written meeting minutes.

Parolee granted medical parole becomes subject to revocation if medical condition changes or other reasons indicate continuation presents increased risk to public, following standard parole violation revocation procedures.

Inmates serving life sentences without possibility of parole are ineligible for medical parole consideration; effective date is November 1, 2015.
