Adds exemption from the Alarm and Locksmith Industry Act for retail counter sales agents employed by Oklahoma licensed alarm or locksmith companies selling products in commercial retail settings.

Requires all retail counter sales agents to undergo a national criminal history records search by a third party or the Department of Labor, with results withheld from public disclosure under the Open Records Act.

Prohibits retail counter sales agents from accessing customer unique alarm access codes or confidential information beyond what is necessary to complete a retail sale transaction.

Disqualifies individuals from acting as retail counter sales agents if their criminal background check results are unsuccessful according to the Arrest and Conviction Records in Employment Best Practices brochure published by the United States Equal Employment Opportunity Commission.

Authorizes the Department of Labor to revoke or suspend licenses of alarm or locksmith companies that fail to comply with these requirements, and becomes effective November 1, 2015.
