Removes the 300,000 population requirement from Oklahoma law, allowing all counties to install and operate parking lots on county-owned land not needed for other purposes.

Authorizes county boards of commissioners to adopt resolutions establishing county parking lots where motor vehicles may be parked and parking fees charged.

Permits installation of parking meters or other parking control devices with terms and fees set by resolution.

Becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
