Amends 47 O.S. 2011, Section 4-104 to include construction equipment in addition to vehicles and implements of husbandry.

Establishes tiered penalties for damage based on loss value: misdemeanor for $1,000 or less (fine up to $5,000); felony for $1,000-$25,000 (fine up to $5,000); felony for over $25,000 (fine up to $10,000).

Classifies offense as felony if person has two or more prior convictions under this section regardless of loss value (fine up to $5,000).

Creates misdemeanor offense for tampering with, climbing into, or attempting to manipulate mechanisms of unattended equipment, with fine up to $5,000.

Establishes treble damages liability for property owners or public officers to recover in civil action for violations.

Effective date: November 1, 2015.
