ENR. S.B. NO. 399 - Summary

• Requires charter-governed municipalities to schedule elections conducted by county election boards only on dates specified in state law (26 O.S. Section 3-101).

• Effective January 1, 2016, county election boards are not required to conduct municipal elections unless the resolution sets a 3-day candidate filing period beginning no more than 20 days from resolution submission, with resolution submitted at least 60 days before election.

• Changes candidate filing periods for special partisan and nonpartisan elections from "not less than 15 days" to "more than 20 days" from the date the resolution is required to be filed with the county election board.

• For elections held on the same date as state or federal elections, allows municipal candidate filing period to align with state or federal filing period dates.

• For special elections filling vacancies, establishes 3-day candidate filing period to begin not more than 20 days following resolution filing date.

• Effective November 1, 2015.
