SB 400 Summary

• Amends 21 O.S. Section 1277 to establish restrictions on where valid handgun license holders may carry concealed or unconcealed handguns, including government buildings, prisons, schools, sports arenas, and pari-mutuel wagering facilities.

• Prohibits handgun carry in public and private elementary and secondary schools, except allows carry in school parking areas if the handgun is stored and hidden in a locked vehicle when the vehicle is left unattended.

• Allows licensed individuals to carry weapons on private school property only if the private school has adopted a policy authorizing such carry; private schools are immune from liability except for gross negligence or willful misconduct.

• Restricts handgun carry on public college, university, and technology center property except in designated parking areas, by institutional policy, or with written consent from the institution's president or administrator; violations subject to $250 fine and up to 3-month license suspension.

• Permits carry on private university, college, or technical school property only with institutional policy authorization and grants immunity from liability to private institutions that adopt such policies; exempts peace officers, judges, and private investigators acting in official capacity.

• Effective date: November 1, 2015.
