SB404 Summary

• Establishes the Oklahoma Career Promise Act to provide tuition reimbursement to students who achieve industry certifications in critical career and technical education programs beginning in fiscal year 2015-2016.

• Requires the Oklahoma Department of Commerce Executive Director to publish a list of critical industry certification areas by October 1, 2015, and annually thereafter, based on wealth generation, growth potential, and competitive advantage.

• Eligible students must meet Oklahoma Higher Learning Access Program requirements and enroll in qualifying postsecondary vocational-technical programs (minimum 900 contact hours or 24 college credit hours) at technology centers or higher education institutions.

• Tuition reimbursement equals the average in-district tuition and fees, reduced by other scholarships and grants received; awards distributed to all eligible participants subject to available funds, with pro rata distribution if insufficient funds exist.

• Creates the Oklahoma Career Promise Revolving Fund as a continuing fund for the State Board of Career and Technology Education to disburse reimbursement awards; requires annual reporting on certificates achieved and revenue estimates to legislative leadership.
