Removes intent language from Section 3227 of Oklahoma statutes, converting it from a legislative intent statement to a binding prohibition on higher education institution contracts with retired employees.

Prohibits institutions within The Oklahoma State System of Higher Education from entering into consultant service contracts with anyone who has retired from employment with the institution for two (2) years after retirement.

Increases the maximum teaching or research position limit for retired employees from six (6) semester hours to twelve (12) semester hours per academic year during the two-year restriction period.

Requires that earnings from part-time teaching or research positions for retired employees must not exceed limitations on earnings pursuant to Section 17-116.10 of the Oklahoma Statutes.

Becomes effective November 1, 2015.
