Creates the "American Civics Act" requiring students to correctly answer at least 60 of 100 questions on a test identical to the civics portion of the U.S. Citizenship and Immigration Services naturalization test to graduate with a standard diploma from Oklahoma public high schools beginning in the 2016-2017 school year.

Allows school district boards of education or charter school governing bodies to determine the method and manner of administering the test.

Permits students who fail the test to retake it unlimited times until achieving a passing score.

Requires school districts and charter schools to document on student transcripts that students have met the civics requirement.

Exempts students with individualized education programs (IEP) pursuant to the Individuals with Disabilities Education Act (IDEA) from the requirement.

Directs the State Board of Education to promulgate rules for implementation and declares an emergency effective date of July 1, 2015.
