Creates a "Small Farm Winery" definition for wine-making establishments producing no more than 10,000 gallons annually and a "Small Farm Wine" definition requiring 75% or more Oklahoma-grown grapes, berries, fruits, honey, or vegetables.

Establishes a new Small Farm Winery License with a $1.00 annual fee, authorizing holders to manufacture and bottle wines they produce.

Allows small farm winery licensees to bottle and sell wines produced by other small farm wineries, provided both the selling and buying wineries hold small farm winery permits.

Permits small farm wines to display the trademarked "Oklahoma Grown" sticker available from the Oklahoma Grape Industry Council.

Becomes effective November 1, 2015.
