Creates the "Voluntary Veterans' Preference Act" to permit employers to establish voluntary veterans' preference employment policies in Oklahoma.

Defines "veteran" as a person honorably discharged from the Armed Forces of the United States, "DD 214" as the Department of Defense Report of Separation Form, and "veterans' preference employment policy" as an employer's voluntary preference for hiring, promoting, or retaining a veteran.

Requires veterans' preference employment policies to be in writing and applied uniformly to all employment decisions regarding hiring, promotion, or retention during reduction in force.

Requires veterans to submit a DD 214 form to an employer with a veterans' preference policy to be eligible for the preference.

Becomes effective November 1, 2015.
