Amends 37 O.S. 2011, Section 521 to authorize brewers to sell beer produced by the licensee to consumers 21 years of age or older on brewery premises, in addition to existing authority to serve free samples.

Restricts beer sampling and sales to a designated area within the brewery with a current floor plan on file with the ABLE Commission and limits distribution to between 10 a.m. and 9 p.m.

Classifies brewery samples and sales as beer "removed or withdrawn from the brewery for use or consumption" for excise tax determination purposes, rather than as a "sale" under the Oklahoma Constitution.

Becomes effective July 1, 2015, with emergency declaration for immediate effect upon passage and approval.
