Amends 26 O.S. Section 3-101 to remove January from the list of permitted special election dates in odd-numbered years, eliminating the second Tuesday of January as an option.

Establishes permitted special election dates in odd-numbered years as the second Tuesday of February, May, June, July, August, September, October, and November, plus the first Tuesday in March and April.

Allows municipalities with populations exceeding 250,000 persons to hold elections on the second Tuesday of December in odd-numbered years.

Requires entities holding elections on the same date as federal or state elections to file the resolution with the county election board secretary no later than 75 days prior to the election date.

Takes effect January 1, 2016.
