The Municipal Campaign Finance and Financial Disclosure Act applies only to municipalities with a population exceeding 10,000 (per most recent Federal Decennial Census) and a general fund expenditure budget exceeding $10,000,000 in the fiscal year of municipal elections.

Qualifying municipalities may enact their own comprehensive code of campaign finance and personal financial disclosure ordinances, including enforcement provisions, in which case the state Municipal Campaign Finance and Financial Disclosure Act does not apply to that municipality.

Any municipality enacting its own campaign finance code must file a notice of that action with the Ethics Commission.

The Ethics Commission has no enforcement responsibilities under any municipal campaign finance code enacted by a municipality.
