Grants public and private institutions of higher education that are members of a governing authority a cause of action against third parties who violate the governing authority's rules.

Applies to third parties who engage or conspire with others to engage in conduct that violates governing authority rules and causes the educational institution to incur sanctions, penalties, or economic losses.

Allows educational institutions to recover damages in the amount of the sanctions, penalties, or economic losses incurred, plus reasonable attorney fees and costs.

Codifies the new cause of action as Section 4315 of Title 70 of the Oklahoma Statutes.

Becomes effective November 1, 2015.
