Amends 22 O.S. 2011, Section 18 to expand eligibility categories for criminal record expungement from existing provisions to include 13 total categories of persons.

Adds new category 13 allowing expungement for persons convicted of drug offenses (other than aggravated drug trafficking) or nonviolent misdemeanor offenses who have not been revoked from probation or parole and at least 5 years have passed since sentence completion.

Defines "expungement" as sealing of criminal records, with records sealed to the public but remaining accessible to law enforcement agencies for law enforcement purposes.

Allows records expunged under categories 8, 9, 10, 11, and 13 to be sealed to the public but admissible in subsequent criminal prosecutions to prove prior convictions or deferred judgments without court order.

Takes effect November 1, 2015.
