Prohibits government entities from obtaining stored data or transmitted data from electronic devices without a search warrant issued upon probable cause.

Requires destruction of any incidental data collected during a warranted search that is not the subject of the warrant within 24 hours in an unrecoverable manner.

Prohibits government entities from using, copying, or disclosing stored or transmitted data not covered by the search warrant.

Permits warrantless access to electronic data only with informed consent of the owner, under judicially recognized warrant exceptions, or if the owner voluntarily disclosed the data publicly.

Requires notice to users when their stored data, transmitted data, or electronic device is searched or obtained by a government entity, effective November 1, 2015.
