Declares a mandatory 5-year hiring freeze for state agencies, effective upon passage, unless repealed or amended by the Legislature.

Exempts the State Department of Corrections, Department of Public Safety, Department of Education, State Senate, and House of Representatives from the hiring freeze.

Prohibits audits of classified positions or reallocation of unclassified positions at agency request during the freeze period, except at the Governor's direction.

Allows employee-requested classification grievance audits to proceed during the freeze period in accordance with Section 840-4.3.

Declares an emergency so the act takes effect immediately upon passage and approval.
