SB 451 Summary

• Adds retail implement dealers selling off-road vehicles (all-terrain vehicles, utility vehicles, and motorcycles used exclusively for off-road use) to the exemption from certificate of title requirements when purchasing vehicles.

• Adds retail implement dealers to the list of entities authorized to receive and reassign certificates of title without requiring purchasers to retitle within 30 days.

• Renumbers and clarifies definitions in 47 O.S. Section 581 related to used motor vehicles, manufactured homes, and dealer types.

• Extends charitable organization exemptions and defines required terms including "off-road vehicles" and "retail implement dealer" in the motor vehicle title law.

• Takes effect November 1, 2015.
