Deletes the provision allowing the Department of Public Safety to disregard reports of vehicle conversion unless a warrant has been issued for arrest of a person charged with the conversion.

Defines a vehicle as converted if the person last known to be in possession fails, refuses, or neglects to return the vehicle to the owner or lienholder in violation of any lawful court order.

Requires owners or lienholders to report vehicle theft or conversion to the Department and mandates prompt reporting of vehicle recovery upon learning of it.

Requires operators of garaging, repairing, parking, or storage businesses to report vehicles unclaimed for 30 days to the Department within 5 days of that period's expiration.

Becomes effective November 1, 2015.
