• Allows citizens with valid handgun licenses to carry concealed handguns into the State Capitol Building and bypass security checkpoints upon presenting their license.

• Permits citizens 21 years or older to transport handguns (loaded or unloaded, concealed or unconcealed) in vehicles for self-defense without a handgun license, provided they are not involved in a crime.

• Protects law enforcement from disarming individuals 21 or older possessing concealed or unconcealed weapons in vehicles absent reasonable suspicion of other criminal activity.

• Authorizes private schools to allow licensed individuals to carry weapons on school property if the school adopts a policy permitting such carry, with liability immunity for the school except in cases of gross negligence or willful misconduct.

• Requires public colleges and universities to allow licensed handgun carriers on parking areas and other designated property, with violations subject to a $250 administrative fine and three-month license suspension; effective November 1, 2015.
