Amends 19 O.S. 2011, Section 130.7 to update language regarding county officer training requirements, changing reference from "the effective date of this act" to "May 11, 1982"

Requires county commissioners, county clerks, county treasurers, court clerks, and their deputies to participate in appropriate training programs and educational seminars relevant to their positions

Allows county sheriffs and county assessors to voluntarily attend the training programs specified in the statute

Designates appropriate training programs as those provided by the Cooperative Extension Service at Oklahoma State University

Declares an emergency provision so the act takes effect immediately upon passage and approval
