Amends 27A O.S. 2011, Section 2-7-116 relating to hazardous waste disposal permitting requirements in Oklahoma.

Authorizes temporary staging of hazardous waste within permitted hazardous waste units for analysis to determine acceptability for disposal, provided the waste is contained to prevent environmental release.

Specifies that temporary staging of hazardous waste in a manner preventing environmental contamination does not constitute disposal of the hazardous waste.

Maintains existing requirements for liability insurance, financial responsibility, bonds, facility monitoring, and equipment as conditions for permit issuance.

Declares an emergency, making the act effective immediately upon passage and approval.
