Oklahoma Health Care Authority must coordinate with domestic violence and sexual assault programs to ensure billing and explanation of benefits information is not sent by mail to domestic violence victims' physical addresses.

Creates the "Commitment to Care for People with Complex Physical Disabilities Act" establishing definitions and requirements for complex physical disabilities and complex rehabilitation technology (CRT).

Oklahoma Health Care Authority must consider unique medical and functional needs of people with complex physical disabilities when preparing budgets and provide coverage for specialty provider services, specialized equipment, and supplies.

Authority must establish focused regulations and policies for CRT including designating specific billing codes, establishing supplier standards, requiring qualified health care professional and technology professional evaluations, and maintaining adequate payment rates.

Requires Managed Care Medicaid plans to adopt the regulations and policies and contract with any willing, qualified CRT supplier; effective November 1, 2015.
