Removes Pawnee County from Supreme Court Judicial District No. 1 (which includes Ottawa, Craig, Nowata, Rogers, Washington, Osage, Kay, and Grant counties)

Removes Sequoyah County from Supreme Court Judicial District No. 2 and redesignates it as "Coal" county instead

Adds Washita County to Supreme Court Judicial District No. 4 (western counties including Beckham, Dewey, Roger Mills, Ellis, Woodward, Woods, Major, Harper, Beaver, Texas, Cimarron, Alfalfa, Garfield, Kingfisher, Blaine, and Custer)

Reallocates Pawnee County to Supreme Court Judicial District No. 8 (which includes Seminole, Hughes, Pontotoc, Okfuskee, Lincoln, Logan, Payne, and Noble counties)

Takes effect January 1, 2017
