Defines "drone" as a powered aerial vehicle with a recording device that operates without a human operator and can fly autonomously or be piloted remotely.

Prohibits law enforcement agencies from using drones to gather evidence or information in criminal investigations without a search warrant, with exceptions for active search and rescue operations, locating escaped prisoners, or preventing imminent danger or destruction of evidence.

Makes selling, transporting, manufacturing, possessing, or operating a weaponized drone a felony punishable by a fine of $500 to $1,000 and imprisonment of 1 to 5 years.

Prohibits using a drone to photograph, record, or observe individuals in places where they have a reasonable expectation of privacy; violation is a misdemeanor and does not apply to authorized law enforcement officers.

Declares evidence obtained in violation of these provisions inadmissible in criminal proceedings; effective date July 1, 2015, with emergency provisions for immediate effect upon passage and approval.
