SB 504 Summary

• Expands Oklahoma Higher Learning Access Program (OHLAP) eligibility to include admission to nonprofit universities offering online, competency-based degree programs that are accredited pursuant to Section 4103.

• Allows OHLAP awards to be allocated to students enrolled at eligible nonprofit universities in addition to existing eligible institutions (Oklahoma State System of Higher Education, vocational-technical programs, and private institutions).

• Modifies eligibility requirements in Section 2603 to permit students to enroll in accredited nonprofit universities offering online competency-based programs while maintaining all other existing eligibility criteria.

• Updates Section 2604 to authorize award payments for students at nonprofit universities from the Oklahoma Higher Learning Access Trust Fund, subject to fund availability.

• Effective July 1, 2015, with emergency clause for immediate implementation.
