Creates the Statewide Virtual Charter School Board Revolving Fund in the State Treasury, designated as a continuing fund not subject to fiscal year limitations.

Fund sources include all monies received by the Statewide Virtual Charter School Board from State Aid pursuant to Section 3-145.3 of Title 70 or any other state appropriation.

Appropriates all monies accruing to the fund's credit for budgeting and expenditure by the Statewide Virtual Charter School Board to support its mission.

Expenditures from the fund require warrants issued by the State Treasurer against claims filed with the Director of the Office of Management and Enterprise Services for approval and payment.

Codifies the new law as Section 3-145.7 of Title 70 of the Oklahoma Statutes.
