Public schools and school districts cannot be members of school athletic associations unless the association adopts a written policy requiring all records be made accessible under the Oklahoma Open Records Act.

School athletic associations must maintain all meetings open and conducted consistent with the Oklahoma Open Meeting Act, including notice, agenda, voting, and executive session requirements.

School athletic associations must submit their annual budget to the State Department of Education for publication and posting on the department's website.

School athletic associations must conduct annual financial and compliance audits of all funds in accordance with Oklahoma Public School Audit Law standards and performance audits of operations no later than December 31, 2014, and every five years thereafter.

The act becomes effective July 1, 2015, with an emergency clause allowing it to take effect upon passage and approval.
