Creates the Athletic Association Oversight Board to oversee activities of school athletic associations in which Oklahoma public schools are members.

Board consists of three members: one appointed by the Governor (serving as chair), one by the President Pro Tempore of the Senate, and one by the Speaker of the House of Representatives.

Appointments must be made within 30 days of the effective date; board must conduct organizational meeting within 60 days.

Board shall oversee functions and review annual budgets of school athletic associations; board members receive no compensation or travel reimbursement.

Board must submit findings reports to the Governor, President Pro Tempore, and Speaker of the House beginning December 31, 2015, and annually thereafter; act becomes effective July 1, 2015.
