Prohibits any person under 18 years of age from using tanning devices at any tanning facility in Oklahoma.

Requires owners, lessees, and operators of tanning facilities to post a conspicuous notice developed by the State Department of Health that includes the age restriction, civil penalty information, health risks, and violation reporting procedures.

Defines "tanning device" as equipment emitting electromagnetic radiation between 200-400 nanometers used for skin tanning, excluding phototherapy devices prescribed by physicians.

Designates "tanning facility" to include tanning salons, health clubs, apartments, and condominiums that provide access to tanning devices regardless of whether a fee is charged.

Directs the State Board of Health to promulgate rules to implement the law, effective November 1, 2015.
