Amends 10 O.S. 2011, Section 601.9 to broaden the Oklahoma Commission on Children and Youth's annual report to include services for homeless children and youth, including in the State Plan for Services to Children and Youth.

Creates new Section 601.6c establishing the Office of Planning and Coordination for Services to Children and Youth Steering Committee to review data and propose policy solutions relating to child homelessness.

Requires the Steering Committee to examine state trends in child homelessness, the state's role in providing services, state policy on homeless children and youth, and existing services and resources available to homeless or at-risk children.

Mandates the Steering Committee to submit reports to the President Pro Tempore of the Senate and Speaker of the House by December 31, 2015, and annually thereafter describing its assessment and recommendations.

Effective July 1, 2015, with an emergency clause for immediate implementation upon passage and approval.
