Amends 82 O.S. 2011, Section 1085.56 to require the Oklahoma Water Resources Board to promulgate rules encouraging fair and open competitive bidding for piping materials in water and wastewater projects funded by the Clean Water State Revolving Fund Program and the Statewide Water Development Revolving Fund.

Mandates governmental agencies purchase piping materials meeting current standards issued by the American Society for Testing and Materials (ASTM) and American Water Works Association (AWWA), or their successors.

Requires governmental agencies to engage in open competitive bidding for water and wastewater utility projects, with procurement procedures that do not restrict or eliminate competition.

Requires government agencies accepting state funding for public water or wastewater projects to consider piping materials suitable only if use is commensurate with sound engineering practices and project requirements, and to endeavor to comply with fair open competitive bidding procedures.

Becomes effective November 1, 2015.
