Transfers the Child Abuse Training and Coordination Council from independent status to operation within the Oklahoma Commission on Children and Youth.

Establishes a 22-member council composed of representatives from state agencies, professional organizations, and advocacy groups including child welfare services, law enforcement, judiciary, medical professionals, and child advocacy centers.

Each council member is authorized to designate one designee to participate in council activities.

Council duties include establishing training guidelines for child abuse professionals, reviewing curricula, developing model protocols for investigating and prosecuting child abuse cases, and issuing annual reports on multidisciplinary teams.

Effective date of November 1, 2015.
