Amends 63 O.S. 2011, Section 1-707 to broaden the scope of considerations for hospital rules and standards promulgated by the State Board of Health.

Adds staffing ratios to hospital standards, requiring specification of the number of registered nurses and support staff in Section 1-707(A)(6).

Establishes the Oklahoma Hospital Advisory Council composition of nine members: two hospital administrators, two licensed physicians/practitioners, two hospital employees, and three public citizens with no hospital affiliations.

Authorizes the Advisory Council to review and approve hospital licensure rules, evaluate Department licensure activities, recommend quality indicators (including AHRQ Patient Safety Indicators and intensive care unit metrics), and publish annual hospital performance reports.

Becomes effective November 1, 2015, with initial Advisory Council member terms of one, two, or three years depending on position, followed by three-year terms thereafter.
