Amends county excise board statutes to allow certain excise boards to set salaries for elected county officers, with exceptions carved out from the general board of county commissioners salary-setting authority.

Establishes salary ranges for county officers based on "service-ability factor" (county revenue) and county population, ranging from $19,000-$39,000 annually in smallest counties to $24,500-$44,500 in mid-range counties.

Grants county excise boards in counties with population over 500,000 and a County Budget Act board the authority to set elected county officer salaries within parameters established in Title 19, Section 180.71 et seq.

Requires county excise board members to complete at least 6 hours of instruction within 18 months of appointment for the first four years, then 3 hours every four years thereafter, covering board duties and authorized millage rates.

Updates language in county excise board statute, changing references from "chairman" to "chair," and becomes effective November 1, 2015.
