Creates the "Veterans Traumatic Brain Injury Treatment and Recovery Revolving Fund" in the State Treasury for the Department of Veterans Affairs to fund hyperbaric oxygen treatment (HBOT) for Oklahoma veterans diagnosed with traumatic brain injury (TBI).

Transfers authority for fund management and approval of treatment funding from the Office of Management and Enterprise Services to the Oklahoma Department of Veterans Affairs.

Requires participating facilities to submit treatment plans to the Oklahoma State University Center for Aerospace and Hyperbaric Medicine (OSUCAHM) for approval before reimbursement.

Provides that treatment shall be at no cost to veterans, and reserved funds expire after 6 months of no treatment activity unless the facility notifies the Department of continued or scheduled treatment within 90 days.

Becomes effective November 1, 2015.
