Amends Oklahoma's child care facility licensing law to require the advisory committee to create a Child Care Facility Peer Review Board to participate in the Department of Human Services' grievance process.

Mandates that all meetings of the advisory committee and Child Care Facility Peer Review Board must comply with the Open Meeting Act, the Oklahoma Open Records Act, and the Administrative Procedures Act.

Prohibits child care facilities from leaving children alone in the care of any person under 18 years of age.

Requires advisory committee members to serve three-year terms with a two-consecutive-term limit, with a majority of committee members being representatives of child care facilities.

Takes effect November 1, 2015.
