Amends the Online Child Care Restricted Registry under the Department of Human Services by modifying grounds for placement to include individuals with specified criminal histories defined by departmental rules.

Expands registry criteria to include adults in family child care homes when their presence is incidental to the operation of the home, in addition to licensed child care facility personnel.

Establishes that child care facility operators can only be placed on the registry if they have a substantiated finding of child abuse or neglect, a revocation or denial of license, or specified criminal history as defined by departmental rules.

Maintains existing registry requirements including procedures for notice and review opportunities before recording individuals, disclosure requirements, and procedures to prohibit licensure, ownership, employment, unsupervised access to children, or residence at licensed facilities for those on the registry.

Becomes effective November 1, 2015.
